Philadelphia Energy Solutions Refining & Marketing LLC (PESRM), will hold an online public meeting to inform the community about plans to permanently close the Point Breeze Hazardous Waste Container Storage Area located at the former Refinery property at 3144 Passyunk Avenue, Philadelphia. The closure of the storage area is part of the planned redevelopment of the property.
The former refinery processed crude oil into various fuels and chemicals. To assist in the proper management of waste generated as part of the refining process, a hazardous waste permit under EPA ID No. PAD049791098, was obtained to allow storage of hazardous waste in two tanks and two container storage areas for up to one year prior to off-site disposal. Some storage is still ongoing as part of decommissioning activities. Closure of the two tanks and Girard Point container storage area will likely occur in the next 12-24 months.
The Point Breeze storage area is in the North Yard of the former Point Breeze refinery. In accordance with a pre-approved closure plan, closure activities are underway with the removal of all wastes. The pad will be washed to decontaminate any minor stains. The concrete pad will be removed and underlying soil sampled to demonstrate that the storage operation did not impact the underlying soil. The concrete will also be sampled to allow for proper characterization for off-site disposal. If impacted soil is found, it will be characterized and disposed off-site.
The meeting is being held online due to COVID-19 concerns. The meeting will provide the community an opportunity to ask questions.
