Philadelphia Energy Solutions Refining & Marketing LLC (PESRM) will hold a public
meeting to inform the community about plans to permanently close the two
remaining permitted hazardous waste storage areas —(1) the two Girard Point Spent
Caustic Hazardous Waste Storage Tanks, Nos. 1086 and 1087 and (2) the Girard
Point Hazardous Waste Container Storage Pad, both located at the former Refinery
property at 3144 Passyunk Avenue, Philadelphia. The closure of the storage areas is
part of the planned redevelopment of the property and is being done in accordance
with a PADEP-approved closure plan.
The former refinery processed crude oil into various fuels and chemicals. To assist in
the proper management of waste generated as part of the refining process, a
hazardous waste permit under EPA ID No. PAD049791098, was obtained to allow
storage of hazardous waste in two tanks and two container storage areas for up to
one year prior to off-site disposal. Some storage is still ongoing at the Girard Point
Hazardous Waste Container Storage Pad as part of decommissioning activities.
Closure of the two tanks is ongoing and closure of the container storage area is
planned to occur in the next 12 months.
The two Girard Point Spent Caustic Hazardous Waste Storage Tanks are in the
central western area of the former Girard Point refinery and were permitted to store
spent caustic hazardous wastes. Closure activities are underway with the removal of
all wastes and the tanks. The concrete containment area that was under the tanks
will be washed to decontaminate any minor stains. The concrete pad will be
removed, and underlying soil sampled to demonstrate that the storage operation did
not impact the underlying soil. The concrete will also be sampled to allow for proper
characterization for off-site disposal. If impacted soil is found, it will be characterized
and disposed off-site.
The Girard Point Hazardous Waste Storage Pad is in the southwestern area of the
former Girard Point refinery. Closure activities are scheduled to begin in March 2023
with the removal of all wastes. The pad will be washed to decontaminate any minor
stains. The concrete pad will be removed, and underlying soil sampled to
demonstrate that the storage operation did not impact the underlying soil. The
concrete is also being sampled to allow for proper characterization for off-site
disposal. If impacted soil is found, it will be characterized and disposed off-site.
The meeting will provide the community an opportunity to ask questions.
