The California Department of General Services cordially invites you to attend an upcoming business community meeting to learn about the state’s new and very important state contracting initiative, Assembly Bill (AB) 2019. AB 2019 mandated the award of at least 25 percent of the state’s contract dollars to small businesses—including small, minority, woman-owned, LBGTQ+, and service-disabled, veteran-owned businesses. It also authorized the performance of a disparity study to analyze the state’s contracting practices and determine if minority, women, and certified small and disabled veteran-owned businesses have equal access to contracting opportunities.
The bill, which was signed into law by Governor Newsom on September 29, 2022, requires that each state agency with contracting authority report annually on its attainment of the 25 percent small, diverse, and underserved business goal. Each agency must also employ a liaison officer to assist these businesses to secure state contracts.
The Governor’s Office of Small Business Advocacy oversees the implementation of the law and actively supports the law with substantial funding through bonds, loans, venture capital, and angel investors for the target businesses.
