Boone residents can learn how, if passed, N.C. House Bill 369 — the Parking Lot Bill — would benefit their town at an information session on April 8 at Booneshine Brewing Co.
This bill, which has passed the NC House of Representatives and now relies on Senate passage, would reform outdated laws that mandate minimum numbers of off-street parking spaces for various types of development, including retail and residential. This results in underutilized lots and creates obstacles to construction.
Parking lots absorb heat and contribute to urban heat sinks. As impervious surfaces, they divert rainwater, increasing runoff, which can lead to erosion, urban pollution in streams, and a greater risk of flooding. While parking is needed, automatic minimums can waste space and raise the price of building for homes and small businesses. Local governments can better assess their parking needs. Numerous N.C. towns have already eliminated parking minimums.
